The rankings are as listed below. Equivalent ranks to ninja ranks will be listed as the title of the rank and in brackets hold the equivalent rank.
The base ranks will reveal the Affinity Points as to what each rank holds. The listed amount of jutsu that one can hold at creation of the character is listed as such with each rank. These skills must be registered or placed within Registry, prior to that character's first post ICly. This means you cannot go back and add on jutsu you forgot to add to your character after having done a thread with that character. All other techniques to be registered for the character must be learned In Character on this board. Training threads are encouraged.
Civilians As with any site, we do allow the creation of civilians. Civilians are the weakest of all selectable characters, as they do not have a high amount of stat points, affinity points or techniques. They do however, have a higher potential for gaining money. As most civilians are farmers, builders, craftsmen, retailers or investors, they do tend to have high value in their lives as they make much more money than the common ninja would. Daimyo and other forms of rulers are also considered Civilians, despite their high reputation and influence.
Criminals Criminals are Civilians that have taken on the life of excelling in a certain area for the sake of crime and earning money in a dishonest or apprehensible way. Because they do not have any training in one field or another beyond just personal experience or what they have learned from their higher ups, they do not have a particularly high amount of stats, techniques nor affinities. In most cases however, they make a noticeable amount of money from their field of profession, which makes the job worth while to them. Others just do it for the thrill of doing the job and the 'benefits' that come with it.
Ninja Ninja are what the common world utilizes for soldiers. They excel in many forms of combat as well as being well rounded in most of the areas of their study.
Civilian [any age] A non-combatant. Sometimes is capable of utilizing skills and techniques, but is not physically fit and commonly does not know anything in the use of chakra control.
[up to three techniques (D-Rank Maximum)] 40 points to spend as one sees fit, with a maximum of 20 points in any single affinity.
Thug [age twelve and up] Commonly strong and usually adept in some form of fighting. However thugs usually do not have any ability to control chakra.

Genin [age twelve and up] Commonly of the young adult age, these first level ninja are the most basic form of soldiers within a village. In general, they have somewhat of an inexperienced level of chakra control, and most know few techniques beyond the basic level. However Genin are commonly seen as somewhat adept in taijutsu.

Crime Boss [Genin] [age twenty and up] A more refined version of a thug, crime bosses are adept at utilizing some of the most basic of abilities and skills. They have somewhat of chakra control and are commonly known for their higher skill in taijutsu.

Chuunin [age seventeen and up] Skilled ninja in at least one field of either Genjutsu, Ninjutsu or Taijutsu, Chuunin are seen as the common soldier rank of ninja. Commonly holding some form of moderate level skills and a skilled level of chakra control, these ninja are the mid-level soldiers of any village.

Crime Lord [Chuunin] [age twenty-five and up] Highly dangerous thugs and criminals that have worked their way to the top. Most all Crime Lords are highly skilled in one area or another.

Jounin [age twenty-four and up] Elite level ninja that are skilled in most all fields. Commonly hold an arsenal of various styles of techniques and skills, as well as an adept level of chakra control.

In addition, you get 80 additional points to spend as you see fit (which can go beyond the 60 point limiter cap if you so choose)
Nukenin and Criminal Ninja [Varies] Skill levels and abilities are equal to that of their equivalent ranking. History commonly provides the best basis for what their true skill level is.

Increasing In Skill Level
Certain characters who have shown promise, either through being an individual who stands out amongst others by means of IC actions or being in an appointed position such as village leader, are given extra points to spend toward their character's total affinity score. These affinity points can be earned at any level, and allow for characters to continue to grow even after achieving the rank of Jounin.
With each additional skill level that is achieved, a character is allowed an additional 20 points to spend toward their character's affinity scores. This means that a character's overall abilities in any given area can increase explosively each time they are awarded the next skill level. As earlier mentioned, village leaders are allowed to start out at the second skill level beyond the basic, which is "Advanced". Clan leaders are allowed to start out at the first skill level beyond basic, which is "Skilled".
